His appointment follows the dismissal of Justin Muturi in March 2025. Amid internal disagreements over cabinet discussions on the Gen Z protests of June 2024. Ruku’s mandate includes reforming public service operations, improving efficiency, and fostering a culture of accountability within government institutions.

Contextualizing the Appointments

These appointments occur within a broader context of President Ruto’s cabinet restructuring, aimed at addressing public concerns and enhancing governance. Following the dismissal of the entire cabinet in July 2024, except for Prime Cabinet Secretary Musalia Mudavadi, the President has been methodically appointing new leaders to drive his administration’s agenda. The inclusion of Cheptumo and Ruku signifies a strategic move to inject fresh perspectives into the cabinet.

As Kenya navigates complex socio-economic challenges, the appointments of Hannah Cheptumo and Geoffrey Ruku underscore the government’s commitment to responsive leadership and effective service delivery. Their roles will be instrumental in shaping policies that reflect the aspirations of all Kenyans.
